Not accurate at all . Science by its very nature can only be understood by experts. Now we have so many fields that nobody can be an expert in them all.
What computer researcher is an expert in biology? What atomic scientist can repair his own car engine.
We are all in the hands of experts even the well educated westerner.
What Carl Sagan meant to say was we need to train more scientists.
Even that is an arguable point.
Carl Sagan was an expert at flowery language and he helped many to understand modern science.
